Most people say over, but I believe it should go under. For a couple reasons. Hotels typically disagree, because they need to fold the end for presentation for the next customer. When it's under you can pull and rip a towel off with one hand much easier, just tear to the side. If it's over a lot of times it will shoot a bunch of tp, or towels on the floor, not shop towels though, they are kinda stuck together. Second reason is for pets. If you have a pet that decides to play with the tp, they can empty the roll in no time flat. I had a Jack Russell that ate a whole roll of toilet paper. I can only imagine what was going through his head. Will this ever end? He was forced to eat the whole roll. But I mainly go under for the one handed pull and tear, if it ever even makes it on the holder.
