22. The US federal government should order 500 million doses of the Johnson and Johnson vaccine as a booster to other vaccines. The J&J vaccine has somewhat lower protection overall but it is very cheap and does not require special super cold storage like the others. That makes it potentially much easier to distribute everywhere. 75% protection would be a vast improvement over nothing. It also has been found to be especially effective at reducing death rates in severe cases and thus can save lives even among those that get serious cases of COVID. Any extra doses can be distributed to other countries to combat the pandemic globally. Of course people in the US will still need to get vaccinated by the more effective vaccines that require super cold storage to gain over 90% protection. But they can be combined with J&J shots for better overall protection and better distribution at relatively small additional cost of around $6 per shot.
