  1. I’m going to read between the lines here, here’s what I think happened. The person standing at the window is obviously the former owner of the car. He got pulled over for some kind of in fraction and when they check the license plate number, it came back as not having the car insured. So you ask yourself his insurance had lapsed, but why did they tow the car, the reason is that he gave the car the operative word here are gave the car to his brother and by doing that, his brother could keep the current license plate that is on the car because it was a gift (only between immediate family members) and there was no sales tax due. Anyone in Pennsylvania knows that when you do any kind of new registration it takes weeks to get back all of the information from the state. Because the license plate was originally assigned it to the man standing at the window, and the paperwork has not cleared the Harrisburg Pennsylvania registration process, the car, the plate and no insurance was the result. He probably did sell the car to his brother, but they both lied and said it was a gift to save sales tax and a new license plate cost. That’s my story and I’m sticking to it.

    Edited for clarification. Had these two brothers been honest the new owner of the car (brother)would have received a new license plate at the time the transfer was made (At the office of the notary public doing the title work) but then the truth be known they would have had to paid sales tax.

  2. So let me see the guy put the car in his brothers name, but he keeps referring to it as my car. I don’t know if you can believe a person like him. I realize the car is in his brothers name but are they stupid enough to think that the insurance that he had goes with the car? Who is driving the car, did they have a drivers license etc. etc.
