Here in my city of Ottawa I have never seen booting. You simply cannot renew your license, get a new plate sticker, sell or buy a car etc… until your tickets are paid. You pay interest too. It may take longer to get offenders but they will get you.

I get it! Ppl pay income Tax, property Tax, sales Tax, vechical registration fee, inspection fee, gasoline Tax, and State /City /County milk ppl for more with traffic tickets.
