    He had his hands up and was rightfully a an open rifle carrier by constitution. ( Mental status unknown) He was about to be attacked again when he shot to defend his life. Mental status and questionable engagement in a protest, the guy is an idiot for bringing a rifle to a protest when the opportunity to shoot someone is VERY questionable. Yes. This doesn't happen in concealed carry states. Everyone assumes you carry and you need a license to do so. Automatically, we assume everyone is an LTC citizen.
