Another underlying assumption appears to be that people in Africa, especially, need to be stopped from reproducing more black babies.
The need to depopulate is a eugenicist myth. If all the people in the world were to stand together in one place, they would fit into a large city easily. All one has to do is fly over this country and other countries, including even little but highly productive Israel, and see the vast amount of empty, unpopulated, space that is out there.

If you are exposed to someone with Covid 19 you are required to quarantine. Regardless of being tested or not you still quarantine. The tests the President ordered 150 million of can give an answer in 15 minutes instead of waiting for a result. That can actually be used to trace and prevent spreading. The tests done now can take over a week to get results and everyone is just told to quarantine. If you have symptoms they test to confirm so they know how to treat you. If you have no symptoms you don't need treatment and a test is a waste of time and resources. Testing after 2 weeks of quarantine can give you a release to go back to work or school or if positive continue the quarantine.
