8. I'm curious, is a mandate a law? Are guidelines laws? Are mandates and guidelines suggestions, strong suggestions or do they carry the weight of law? If they are laws, legally enforceable why not quote the law and make it clear? If they are suggestions, even strong suggestions, then it is deceitful to represent then as legally enforceable and threaten citizens. If they are jaws when did they get passed?
