Possession with intent to distribute? Won’t hold up in front of a judge if no scale, multiple baggies, etc are not found along with the stuff that is used to consume the meth (ie the pipe). If this guy gets a good lawyer he will get all this reduced to a driving violation.
"Close to going out" is not the same as "being out". So everything that cop found after that point would easily get throw out of court, making this stop pointless..

Funny story, true story: I've had every K-9 that has been to my car "alert" to drugs, and I've never once had drugs on my person at the time. It's just something they do so they have the "right" to search.
