Deaths are down 60% and trending towards irrelevance by mid summer. This is also the case in Europe and Asia where they are farther along the curve. Countries are opening up and there is no resurgence. Cooper can forfeit the convention if he wants, but he's sitting on 1 million unemployed, and they might just kick him to the curb this November.
The convention hall holds 50,000. Imagine filling that hall to capacity, killing everyone inside then doing it a second time.
