“They have to want the help we’re offering.” Exactly. The negotiators can use every available tactic they were taught but sadly there are some times when unfortunate incidents occur. The hostage and shot officer survived though, so not all of this story has a sad ending.

I honestly hate how swat had to make a situation absolutely PERFECT before they breach. I've seen too many situations where they hang outside for hours because no one had the balls to just go inside. Like Columbine here where I live. Or the Pulse nightclub in Florida.
