17. Hill had his right hand behind his back and he refused to put his hands up!! I do not believe for a second that this would have happened had HILL put his hands in the air. With both hands visible and the suspect cooperating the officer has no fear for life. Hill is walking out slowly ignoring the officer with his right hand and arm behind his back/leg and ignoring the officers calls. Hill should have obeyed the officers demands.
