It's a common scam. They'll typically maneuver in a way that makes it very hard to not rear end them, and either they'll do it in a car they don't care about at all to make an easy $20; or they'll do something like this to use it as an opportunity to snatch your personal belongings. One of the reasons why I run a dashcam.
