   It shouldn't take 9 members from the other party to bypass a filibuster! That stops anything from getting done! Reduce the amount to 4. It should only take 4 reasonable members from the other party to change their mind after arguments are made to overturn a filibuster not 9. Change the filibuster from 41 to 46!
