20. When "engaging" in a police chase, it's on the officer's, they train for situations. They are "escalating" the call or alarm signal response to 911, thus if the officers' wished to "de-escalate" the car chase, wouldn't not following have stopped the whole "chase" & thus, not ended in more innocent lives lost than there were assailants… Maybe, PROPERTY COST > HUMAN LIFE , is not the correct equation for law enforcement to follow in the Modern Surveillance States of America!!!
    (We have helicopter footage, police radios, cameras on every red light, watch and then attempt to arrest suspects)

39. The police should have backed off and handled it as a hostage situation because that's what it was, the act of attempted robbery was already committed. The crime of carjacking and kidnapping was then in progress. They should have sent up roadblocks, cleared the public from danger, and brought in a hostage negotiator. As police officers, they should have been concerned about the welfare, safety, of the UPS driver and the public, first. Then the apprehension of the two robbery suspects, second. …and by NO means are you ever to use civilians as shields/cover. Two suspects and you shoot 200+ rounds (wtf), meaning none of you actually had a clear line of sight or a shot you could be accountable for. Your actions lead to the escalation of events and the death of two men/civilians.
