33. A living wage is needed which will require some of the inept programs with too many loopholes that allow a certain % of people who are above the threshold to apply for these programs. Look at subsidized programs verses paying workers a living wage and allow people to learn to manage as independent individuals with families or individuals using their living wage to become more responsible, respectable, and contributing individuals.
