15. I believe maritime law procedures note this is standard distance for a RAS, (Replenishment at Sea) between two warships at sea travelling at an agreed safe speed of knots. It appears that both ships were simply practicing OOWMANS (Officer of the Watch Manoeuvres). I can assure you if the American ship was unaware of the intentions of the Russian ship, the American crew would not be standing on the upper deck taking pics or vice versa (ie sunbaking). It
    would be all hands to action stations primed and ready for an escalated incident. In part reporting like this leads to misinformation and international incidents.
