2. He seems to be getting very impatient. Haiti is a small island, how long can he hide ? . Why are they not using drones to locate and flush them out from their hideout ? This proves that it is a bad idea to pay ransom to any hostage taker, be they state actors or two bit criminals. Doing so just emboldens them , makes this activity profitable with relatively low risks, to those with very little to lose and perpetuates a cycle of kidnappings with no end in sight.
