Ordinance where I'm at you have to put your trash at your curb not in front of someone else's. That dude should have caught a fine as well for dumping trash. What kind of people don't have their stuff properly secured in their bins in the first place.

Do this is happens all the time in front of my mother's house. My neighbor has his tore up Hootie park there been there for a year. Causing everybody and their mother to park in front of my mom's house. It's normally not a problem, unless I'm trying to visit. I end up having to block my mother's driveway where she is parked.

PUT YOUR TRASH CANS IN YOUR PROPERTY AT THE END OF YOUR DRIVEWAY. YOU CAN PUT ONE BIN ON EACH SIDE OF YOUR PROPERTY . NEIGHBORS SHOULD GET ALONG AS THEY CAN HELP KEEP YOUR HOUSE SAFE WHEN YOU ARE AWAY
