Haarp main reason for it's use is to change the landscape of areas that are old. You can't just knock on each house and tell them "You got to leave" so they create floods and other man-made catastrophe so it looks like nature caused all these flooding, hurricane, tornadoes. To rebuild the area more modern looking. If haarp didn't do what it's suppose to. You would have a ton of old dilapidated houses. Basically it's a way of forcing people to leave there homes without having to ask. I bet there was a paper for counties to sign on during the UN meetings.
nobody cares what china and japan does. i doubt anyone with no downsyndrome will watch olympic and who cares what is going on in china and how many died. i hope same happens in japan.
