The best reform that can be instituted at Rikers would be a policy of immediate summary execution for any act of violence against the staff, and immediate solitary confinement in a cage outside for 1 year with nothing to eat but expired cat food and no toilet for any act of violence against another inmate. Crazy sh*t would stop right away.

2. Such overreaction. The inmates are locked up behind bars awaiting treatment and educational programs. Its very safe. They counsel the inmates to improve.

If you have killed someone or someone's if you have hurt a child or a woman you should be treated like the animal that you are!
