Whole explanation is full of gas. So the park police were 'investigated' & it seems the Secret Service was involved with this gathering as well. So WHO called in the PRISON police?? And why would any, ANY park police with a simple task of "asking" people to disperse because of fence materials (oh sure) feel the need to wear riot gear and shields? Nope.
