16. The military also failed. They said they succeeded in the withdrawal because they were tasked with the military, not the civilians. It is their responsibility to consider impacts outside of the direct orders they were given, take initiative to coordinate with State Dept and others to have a full plan. Junior officers (like I was) get beaten over the head with that by majors and colonels until we learn to think more broadly. So these gentlemen failed to do the core job of an officer.
