You can't expect 1 single officer with only a pistol and probably not even a vest to go in there by himself and go for a 1v1 against a heavily armed suspect with an assault rifle and a bullet proof vest. Also the suspect knows the building better than the officer and it would have been pure chaos with all the kids panicking.
The way they said that sentence was blaming the officer for not going in there alone, not very professional.
