The normal people they bring in as "contestants" are there to fail. They bring in someone who works as a CO half-way through as the real undercover. The normal people are there to throw off suspicion on the main guy "Tony" they bring in later. They are basically a "Suicide Squad" from what I can tell. I am only on episode 11 of season 1 though.
