In the early 1980s in California we had a craze like this with roller skate rentals.
Everyone was on skates everywhere.
So many people got hurt and sued the rental companies that they all went out of business.
They should not be on the sidewalk.

The fact that people are dumb enough to not wear a helmet when riding those scooters and failing to park them so they don't interfere with the pathways, sidewalks, etc. is beyond horrific.
