   An argument can be made that illegals fall under the category of 'refugee'.
   Illegals that have a court date are 'legally present'.
   Notice the 'and' befor 'people here legally under US law.'
   That 'and' separates the categories, so illegals CAN be 'people here legally under U.S. law so long as they already have a date to appear in court.
   A colon signifies a 'list' is to follow, and that list is defined by what comes before the colon, so by my read, this passage absolutely can be interpreted as 'money for illegals'.
