There's a reason people are in jail like the real inmates. Majority of them are babies in adult bodies and are where they belong: jail.
Although I think they should be brought to profitable labor by the sword.
Jail isn't meant for rehabilitation its meant for punishment. It's their fault for being there not the systems fault. They keep coming back because they stick a needle in their arm. Not one CO or cop made them do that.
