Norman is not going to shoot his mother, he's talking about doing something else that Norman is apparently trying to stop him from doing. You can infer it by the fact he says "I didn't mean to hurt you." It's likely what he going to do is turn himself in since you see him in a police interrogation. Norma would obviously try to stop him thus her getting hurt.
