During Irma we couldn't use cellphones at all. Even the NEXT day when it seemed clear out, we couldn't get cell service for like six hours. What happens if you're on probation, and go somewhere where cell service has been disrupted and you can't answer your phone? The only reason I ask is because the logical thing would be "tell them that and they'll give you a pass". But some probation officers seem to genuinely not care about reasons like that and will violate you anyway.
