3:10: The officer is pointing the gun at himself while clearing the chamber. Never do that!! Point it away from any people. If it would have gone off he would have hit his own leg or groin or abdomen. Not a good night at the office!!!

You're always supposed to drop the mag before you clear a weapon to see if a round is in the chamber. The officer didn't do that, hence the two rounds ejected.
