Well the quality isn't good because it's interpolation, and what that means that the camera sensor is still 480p, and the video is upscaled to 720p. It kinda taking a 3-megapixel photo and upscaling it to a 5-megapixel photo. So the quality will still rely on the camera's sensor.
You may be able to upload this video in 720p, but it's not quite 720p.

25 or 30 fps?
quality is good, the disappointment is the FPS..that's why it skips around like that..
though the quality is good, the image aint sharp enough.
