This practice and prep. is for when negotiations are completed and signed between Ukraine & putin.
Once that is done the Ukraine government will officially will ask for NATO to enter their territory to provide 'security' for the re-supply lines/chains.
(I believe there is nothing in NATO's charter says they can't temporarily 'help-out' if a non-member government asks) and you will see these troops enter and take up positions in WESTERN Ukraine (imo –within 100 miles of the border) to provide 'security' for the 'rebuilding'. And when they leave….a lot of that equipment will probably stay.
As others have stated —this will also frighten the putin government in Belarus but the people there will love it.
