It looks like the Colorado Criminal Justice System “had” this guy in 2018 for an Assault conviction. “Alissa was sentenced to one year probation and 48 hours of community service after being found guilty of third-degree assault in 2018 for an incident that occurred the previous November, according to the Colorado Bureau of Investigation's database.”
Apparently, his probation officer either ignored the case or failed to notice the severe signs of mental illness observed by several others, including family.
It has also been reported he was on the FBI’s radar, probably similarly to the 19 hijackers of 9/11/2001. Once again, the “system” failed to do its job yet the politicians are blaming “lax” restrictions on firearms.

I read somewhere where his family said he had mental issues, was depressed, and he was buying guns and playing with them at home. Nobody in his family thought to check into this, or report it.
