25. The warrant is an affidavit signed by a judge because the court determined there is enough probable cause for arrest. He was a known drug dealer with over 180 page rap sheet. Andrew did not get his day in court because he tried to drive through officers and actually hit one of them. He was a fleeing felon and he did not deserve the opportunity to attempt to run over more officers or hurt anyone else in the public.
