4. I think the state you buy the ticket in is going to want their tax money. I work in one state and live in another and the work state gets their money and the home state gives me credit for what I paid the work state.

8. I’ve never won her details but I assume that if you take the payments. That that money is lost if you die. I don’t think you can list a beneficiary on lottery winnings so that is the big flaw in taking it as an annual payments. You got to be careful with money, millions of dollars can disappear just as quick as the average person‘s paycheck if you’re not careful and use it wisely.
