   2. The military, emergency responders, those with severe underlying conditions, and those 65+ living in crowded conditions or congregate settings
   3. All other essential workers (childcare workers, K-12 teachers, food workers, etc.)
   4. Critical workers (retail workers, transportation workers, etc.), those under 65 who live in crowded conditions or congregate settings, those who have moderate underlying conditions, and everyone else 65+
   5. Those under 30 who aren’t at an increased risk
   6. The general public
