Him carrying a knife while high on PCP threatens every human around, including the officers. A police officer in this situation should do his best to disarm the threat before killing. I do think firing 16 shots was way too excessive, however, Mcdonald did not drop his weapon and disobeyed a direct order, therefore he shouldve been disarmed, not killed.
