20. Russia would not wait to cry Ukraine "war crimes" until after they had lined up 177,000 threatening military troops with warships in Ukraine harbor. Russia says it discovered mass graves(196) in the area controlled by Russian backed separatists, which had not been found previously (by either side.) While this would have been an accusation before Russian invasion, it is suspect now when Russia announced it would withdraw but then instead brought in more military troops and weapons. Putin seems to be playing games.
