20. We need to reduce the transmission rate with PPE because social distancing doesn't work with this virus that is twice as communicable as the flu. If Trump won't force manufacturing under DPA authority, Congress and legislatures must fund gov't PPE production facilities and issue OSHA regs in the public interest.
