If you study "all" the photos and "all" the videos there are instances where the migrant (more than one) are trying to grab the horse's head stall (strap on it's head) as well as push the horse's face. In return the Border Patrol Agent deters that behavior the only way you can while on a horse. If you then study the video where the migrant falls into the water…it's the horse that did that – he head bumps the man and the man falls. Anyone who has and rides horses knows full well this is absolutely what you'd have to do in this situation.
