As a process technician and emergency response leader, i know that if designed correctly, all pipe line segments will have mechanical safety valves, venting overpressure to flare tower if internal pressure gets too high. This must happen long before pipe lines/flanges reaches unsafe pressure limits. System segments should also be protected with pneumatic/hydraulic automatic blow down/shut down valves and/or high integrity shut down valves on the main inlet. If any flames/gas/heat are detected in specific safety areas, alarms should warn in the control room so that operators can take action before the situation gets worse, and automatic firefighting systems should start up. Areas with ignition sources are automatically insulated from dangerous areas with barriers. Tanks could also be protected with vacuum breakers to prevent collapse. Installations like this should theoretically be able to go to failsafe mode, without any human input if something goes wrong, because of the safety level. If something like this happens, something is designed very wrong, or somebody have done a fatal operational flaw during a work routine when specific safety systems are in override. OR it could be done intentionally. Weather or heat exposure from the sun will not cause incidents like this IF the installation is done within international standards and safety specs. Even if a major rupture should happen in a pipe or storage tank, secondary safety systems must be able to supress the fire before the whole installation goes up in flames.
