No we need to think about this from a much broader perspective how do we stop the enemy at the Gates what type of new infrastructure do we need in place so that we don’t have to chase our tails fighting cyber security instead we make it harder for them to get in.

    I don't know if there is a good reason not to report to the FBI, the only reason I can think of is ignorance. Reporting to the FBI can only result in good (see the Colonial Pipeline results), there isn't any downside I can think of. You get assistance, you get advice and you might even get your ransom back.
