22. Without accountability, you cannot have a justice system that actually works. If police are free to decide whether you live or die where you stand on a whim, it bypasses the justice system. Furthermore, whenever this does happen, unless there is undeniable proof that the person being killed was justified, there is no way to know if it was justice or just a killing. That is why a system of accountability is needed in order to more fully ensure that there is actual justice. We cannot achieve this without further reform, as there is a huge empty gap in that area.
