Take a look at Chicago, the roads are crappy; the buildings in poor neighborhoods are dilapidated, boarded up, or falling to pieces. Don't believe me, Go WB on jackson BLVD and once you hit Austin Ave, you hit Oak Park, and the street transformation is remarkable. But go back. East on Jackson, and you don't even want to b in that environment; too many ppl on the street, outside their homes, drinking, or selling dope… I've always wondered how do these panhandlers on I-290 have $ for cigarettes, but not for food?
