I don't agree with Tom Winter's assessment that the Jan 6 insurrection and security of the Capitol as a 'Failure of Imagination' as opposed to Intelligence Failure in part to upper levels of Command of the Capitol Police Department. Furthermore, 'Failure of Imagination' is not actionable to anyone investigating these crimes. Note, Tom Winters wasted a lot of words coming full circle and agreeing with Senator Amy Klobuchar's assessment that the insurrection of the Capitol was a Intelligence Failure as opposed to this made up phrase 'Failure of Imagination' as told to Tom Winter by law enforcement personnel weighing in on the Capitol Insurrection. Law Enforcement would use the phrase 'Failure of Imagination' in a feeble attempt to absolve themselves of taking full responsibility to secure the Capitol during the insurrection.
