Did she switch to a private residence on a section 8 voucher? This is the housing projects? I can tell you, landlords are going to harass single women even in the section 8 private residences. That is part of the game. Know your rights, stand your ground and say no. If they throw you out, they need a good reason. Who wants to pay them rent and stay there anyway? It is a big hassle for them to clean and rerent an apartment. Just shut the door in their face or whatever, don't play along.
It is sad that some women don't have the confidence to say no. That is all it really takes. You don't have to do anything out of the way for these people. They are out of line, and they can be reported for extortion really. They are using your residence as coercion. Change the locks and tell them no, they can't come in without 24 hours notice.
