3. I installed that brand of bleachers. They're the best available. I can't speculate what happened. There is a capacity, in America there's a limit to how many people is allowed into a room. Those weren't a bank I'd consider to be large. The taller, the more complicated assembly gets but it's all straight forward, engineered and approved by municipality inspectors.
