Sleep is dependent on the person. If these kids decides to stay up late they will still won't get enough sleep even if school push back school hours.
This makes no difference if extracurricular activities require you to be on campus at 7:00 or 7:30 a.m. the entire school year. I participated in that for a while, it sucked. Unless that has to be changed too, this confers little benefit to those of us who are overachievers.

Doesn’t really matter if it’s changed to 8:30… they’re still not likely to get enough sleep. That’s just normal for high schoolers, overall. Some of us had the discipline to sleep early and wake up early, but many did not. Wouldn’t matter if they were given an extra hour.
