A. They often secretly discuss recording suspected traitors and criminals in order to catch those persons in the act of committing more crimes.

Of course Rosenstein was being sarcastic. I knew this the minute I heard it. McCabe wanted Rosenstein to investigate Trump more aggressively, and Rosenstein did not want to. Finally, like anyone would do if they were being pushed in that manner, Rosenstein said to McCabe, "what do you want me to do, wear a wire?" Obviously, he did not want to do that, nor did he think that was a good idea at all. That is not how sarcasm works. Sarcasm is used to voice one's objection to something by making an outlandish suggestion or comment. For example, imagine two parents arguing about their son, where one says "You are way too easy on that boy, you need to be tougher!", and after going back and forth like this for a while, the other parent says "what do you want me to do, beat the hell out of him?" Obviously, that suggestion is not serious, it is sarcastic, and it actually implies the very opposite. It's like one person telling another person "you play with yourself too much", to which the other person says "what do you want me to do, cut off my hand?" This seems the most likely, most natural, and most logical explanation of what Rosenstein said, and how he meant it.
