I know I wasn't great in math, but if I remember correctly, an amount can be increased by more than 100% but nothing can be decreased by more than 100% (which is the same thing as saying "all of it"). If I wanted a store to reduce their price by 110% on an item that cost $100, they'd have to give me the item for free (100%) and then hand me $10 extra (making it theoretically "110%" reduced). It would amazing to see drug companies "reducing" my meds by 1000%. I'd be rich. That's not a political statement. That's a logical impossibility.
